Robert B. Highsaw , who received his Ph.D. from Harvard University, is professor emeritus of political science at the University of Alabama. With C.N. Fortenbery, he is the author of The Government and Administration of Mississippi; with John A. Dyer, of Conflict and Change in Local Government. He also edited The Deep South in Transformation.
